Students who wish to enter Hungary from Palestine for the purpose of starting/continuing studies must request an entry permit directly from the Hungarian Police. To request for this permit they need to attach:

  1. The university's official acceptance letter or a duly completed and signed authorisation form from the respective university/institution (see below)
  2. Proof of accommodation in Hungary (where they will fulfil the 14-day quarantine obligation) recommended to be booked for a month at least 
  3. Flight ticket with point of entry 
  4. Copy of passport 
  5. Any other document that supports their entry request 

The form can be downloaded from here and must be filled out, stamped and sent back to the student by the university.

Based on §8 of government decree 341/2020 taking effect on July 15th, persons in authority-manded home quarantine might request the pandemic authority to get a molecular SARS-CoV-2 test twice, at least within 48 hours of difference if she/he entered Hungary from a "red country” (Israel as of July 13th is considered a "red country"). 

If none of the two molecular SARS-CoV-2 tests detect coronavirus antibodies in the body, the pandemic authority will waive the quarantine.

An entry permit by itself does not exempt the bearer from the 14-day quarantine requirement and s/he may only visit the educational institution after completing the 14-day self-isolation unless the quarantine is waived by the pandemic authority. 

Individuals suspected of infection at entry points will be denied entry to Hungary.
